Key layout of fourth generation refrigerants, environmental impact assessment approved for Juhua New Materials project!

On December 31, 2025, the Department of Ecology and Environment of Gansu Province announced the approval decision on the environmental impact assessment document for the integrated improvement project of high-performance fluorine chlorine new materials of Juhua New Materials Co., Ltd. This project focuses on the production of high-performance fluorine chlorine new materials. After implementation, the production of the third-generation refrigerant pentafluoropropane (R245eb) will be cancelled, and the focus will be on promoting the construction of the fourth generation refrigerant production capacity.
The project is located in the Chemical Industry Park of the old city area of Yumen Economic Development Zone. It is a new construction project with a total investment of over 2 billion yuan and covers an area of over 5 square kilometers. All existing factory land is utilized without adding new land, achieving efficient and intensive use of land resources.
The project construction focuses on extending the industrial chain and upgrading products, with the core revolving around high-performance fluorine chlorine new materials and supporting products. In terms of improving the production capacity of core products, we will upgrade the hexafluoropropene (HFP) plant by adding 2 reactors and adjusting existing equipment, with an additional capacity of 21000 tons per year. After the project is implemented, the total HFP production capacity of the entire plant will reach 50000 tons per year. In addition to supplying internal equipment, the excess capacity of 14000 tons per year will be used for product delivery, further improving the supply system of fluorine chemical basic materials.
The project will focus on the production of the fourth generation refrigerant 2,3,3,3-tetrafluoropropene, and build large-scale production capacity through two different process routes. Among them, two sets of H-yf units will be newly built, adopting the process route of hexafluoropropene-pentafluoropropane-2,3,3-tetrafluoropropene, forming a production capacity of 20000 tons per year; Two sets of T-yf units will be added, using the route of carbon tetrachloride tetrachloropropane-2,3,3-tetrafluoropropene to form a production capacity of 15000 tons per year. The raw material carbon tetrachloride will come from the existing methane chloride unit to achieve resource recycling.
To fill the market gap, the project will also build three sets of chloromethane units, forming a production capacity of 100000 tons per year. In terms of optimizing supporting facilities, based on the sufficient sulfuric acid production capacity in Jiuquan area, enterprises have cancelled the construction of sulfur based sulfuric acid plants and ensured the supply of sulfuric acid through outsourcing, reducing project investment and environmental impact; At the same time, based on the characteristics of pollutant emissions from various devices, process optimization and treatment capacity improvement were carried out for the hazardous waste incineration device and sewage treatment station in the original environmental impact assessment, and a waste antimony containing catalyst pretreatment device was added to professionally treat the antimony pentachloride waste catalyst generated by the existing R22 device, practicing the concept of green development.
