The petrochemical industry is a pillar industry of the national economy, with a large economic volume, long industrial chain, a wide range of products and wide coverage, which is related to the security and stability of the industrial chain supply chain, green low-carbon development and improvement of people's well-being. In order to implement the "People's Republic of national economic and social development of the fourteenth five-year plan and the outline of the 2035 Vision", the implementation of the "Fourteenth Five-Year Plan" raw materials industry development plan, to promote the high-quality development of petrochemical and chemical industries, the development of this opinion.
1. General requirements
(A) guiding ideology

Adhere to the market-led. Give full play to the decisive role of the market in the allocation of resources, better play the role of the government, strengthen the planning, policy and standards to guide and regulate, and maintain fair competition order.

Focus on scientific and technological self-reliance and self-improvement, promote key core technology research and development, promote the security and stability of the industrial chain supply chain, improve total factor productivity, and enhance the quality and efficiency of development.
Adhere to green security. Firmly bottom-line thinking, strengthen social responsibility care, improve the level of essential safety, promote green cycle and low-carbon development, and strengthen the industry governance system and governance capacity building.
Adhere to open cooperation. Create a market-oriented, rule of law, international business environment, adhere to the introduction of high quality, high level of going out, promote the efficient global allocation of factor resources, strengthen the upstream and downstream synergy of the industry chain and coupled development between related industries.
(C) Main objectives
By 2025, the petrochemical and chemical industry has basically formed a high-quality development pattern with strong independent innovation capability, reasonable structural layout, green safety and low-carbon, significantly improved the ability to guarantee high-end products, significantly enhanced core competitiveness, and taken a solid step towards high-level self-sufficiency and self-improvement.
—— Innovation development. The original innovation and integrated innovation capacity will be continuously enhanced, and by 2025, the proportion of R&D investment in the main business income of the above enterprises will reach more than 1.5%; more than 20 key common technologies and more than 40 key new products will be broken through.
—— Industrial structure. Further increase the concentration of production of bulk chemical products and reach more than 80% capacity utilization; significantly increase the level of ethylene equivalent coverage and reach more than 75% coverage of new chemical materials.
—— Industrial layout. The task of relocation and transformation of hazardous chemical production enterprises in densely populated urban areas will be fully completed, and about 70 chemical parks with competitive advantages will be formed. By 2025, the output value of chemical parks will account for more than 70% of the total output value of the industry.
—— Digital transformation. Petrochemical, coal chemical and other key areas of enterprise self-control rate of the main production equipment to more than 95%, the completion of about 30 intelligent manufacturing demonstration plants, about 50 intelligent chemical demonstration parks.

Bulk product unit product energy consumption and carbon emissions significantly reduced, the total emissions of volatile organic compounds than the "Thirteenth Five-Year Plan" reduced by more than 10%, the essential safety level significantly improved, and effectively curb serious production safety accidents.
2. enhance the level of innovation and development

Actively layout shape memory polymer materials, metal-organic framework materials, metal elements of efficient separation media, reaction-separation integrated membrane devices and other new product development. Improve the proportion of green products in fertilizer, tires, paints, dyes, adhesives and other industries. Encourage enterprises to improve quality and foster the creation of brands.
3. promote industrial restructuring
(A) strengthen the classification of policy, scientific regulation of industrial scale. Sequentially promote the refining and chemical projects to "reduce oil and increase chemical" and extend the petrochemical industry chain. Enhance the supply capacity of high-end polymers, specialty chemicals and other products. Strictly control the refining, ammonium phosphate, calcium carbide, yellow phosphorus and other industries to add capacity, prohibit new mercury (poly) vinyl chloride capacity, and accelerate the withdrawal of inefficient backward capacity. Promote the high-end, diversified, low-carbon development of the coal chemical industry, in accordance with the ecological priority, water production, total control, agglomeration development requirements, the steady and orderly development of modern coal chemical industry.
(B) accelerate the transformation and upgrading to improve the competitiveness of the industry. Dynamically update the petrochemical and chemical industry to encourage the promotion and application of technology and product catalogs, encourage the use of advanced and applicable technologies to implement safety, energy saving, emission reduction, low carbon and other transformations, and promote intelligent manufacturing. Guide the lightening of olefin raw materials, optimize the structure of aromatic hydrocarbon raw materials, and improve the utilization of carbon V, carbon IX and other by-product resources. Accelerate the extension of coal-based chemicals to new chemical materials, coal-based oil and gas to special fuels, high-end chemicals and other high value-added products, coal-based ethylene glycol focus on improving the level of quality control.
5. optimize and adjust the industrial layout

Based on territorial spatial planning, ecological and environmental zoning control and national major strategic arrangements, coordinate the layout of major projects, and promote new petrochemical and chemical projects to raw materials and clean energy match well, environmental capacity, energy saving and low-carbon chemical park concentration. Promote the transformation and upgrading of modern coal chemical industry demonstration zones, steadily promote the construction of strategic bases for coal-to-oil and gas, and build industrial demonstration bases with efficient utilization of raw materials, integration of resource elements, synergy of pollution reduction and carbon reduction, advanced and mature technology, and high-end product series. Continuously promote the relocation and transformation of hazardous chemical production enterprises in densely populated urban areas. Implement the requirements of promoting the development of the Yangtze River Economic Belt, ecological protection and high-quality development of the Yellow River Basin, and promote the scientific layout and orderly transfer of petrochemical and chemical projects in the Yangtze and Yellow River Basins.

Strictly enforce the directory of hazardous chemicals "prohibition and restriction", new hazardous chemicals production projects must enter the general or lower safety risk of chemical parks (except for projects built in conjunction with production facilities in other industries), and guide the development of other petrochemical and chemical projects in chemical parks.
6. Promote the digital transformation of the industry

7. accelerate green low-carbon development

Sequentially promote energy saving and carbon reduction in key areas of the petrochemical and chemical industries, and improve the level of energy efficiency in the industry. Develop a high-carbon product catalog, and steadily regulate the export of some high-carbon products. Improve the level of utilization of low-grade thermal energy, promote the electrification of energy-using facilities, reasonably guide the use of "gas instead of coal" as fuel, and moderately increase the proportion of hydrogen-rich raw materials. Encourage petrochemical and chemical enterprises to develop and utilize "green hydrogen" in a reasonable and orderly manner according to local conditions, and promote the demonstration of industrial coupling between refining, chemical and coal chemical industries and "green electricity" and "green hydrogen". To carry out the demonstration of carbon dioxide capture, storage, oil drive and chemical production on a large scale by making use of the characteristics of high purity and low cost of carbon dioxide emission from refining and coal chemical plants. Strengthen the development and application of green alternatives to toxic and harmful chemical substances, and prevent and control the environmental risks of new pollutants.

Promote the development of petrochemical and chemical industries coupled with building materials, metallurgy, energy conservation and environmental protection, and improve the comprehensive utilization of phosphogypsum, titanium gypsum, fluorine gypsum, desulfurization gypsum and other industrial by-products such as gypsum, calcium carbide slag, alkali slag, fly ash and other solid waste. Encourage enterprises to strengthen the resource utilization and harmless disposal of phosphorus and potassium associated resources, industrial waste salt, mine tailings and yellow phosphorus tail gas, calcium carbide furnace gas, refinery balance tail gas, etc. The orderly development and scientific promotion of biodegradable plastics, to promote waste plastics, waste rubber and other waste chemical materials regeneration and recycling.
