First of all, it is important to point out that the next stage of the shift to normalized prevention and control has put forward new requirements for the operation of public transportation, namely: while public transportation provides the general public with the convenience of production and life, it must place the highest priority on ensuring the safety of the general public. This safety includes not only the safety of the operation of public transportation itself, but also the safety of epidemic prevention and control, and the strict prevention of the spread of epidemic through the public transportation system. Therefore, regarding the recovery of public transportation, we have two points to consider.
First, we will gradually build a public transportation system with healthy travel and rapid emergency response capabilities. We will widely set up "place codes" and "digital sentinels" at stations and carriages to guide passengers to scan the code and all passengers will be required to hold a 48-hour negative nucleic acid certificate to ride public transportation. At the same time, it will also speed up the construction of the "Travel as a Service" (MaaS) system, integrating payment and code verification to realize one-code access; setting up station buffer zones to quickly carry out abnormal handling, etc.
The second is to promote the recovery of urban public transportation system in a step-by-step and steady manner. It is divided into "three steps".
In the first step, we have recently started to carry out public transportation stress tests in remote suburban areas. Jinshan, Fengxian, Chongming and other districts are gradually restoring bus lines in the area, and cruising cabs are gradually opening up to traffic.
The second step is to gradually resume cross-district public transportation from the 22nd of this month, as the epidemic situation in all districts of the city stabilizes. Comprehensive consideration of the city's epidemic prevention and control and the "three zones" division, combined with the public transport capacity and conditions, we will start with a high coverage of the metro trunk lines, supplemented by the corresponding ground bus lines supporting the connection, focusing on connecting transport hubs, hospitals, shopping areas, to meet the basic travel needs of the public. Among them, rail transit will first restore lines 3, 6, 10, 16, ground bus priority to restore 273 lines, as a basic network to cover all central urban areas, as well as the city's airports, railroad stations, tertiary hospitals and central hospitals in each district (including 8 starting lines connecting the two major airports in Hongqiao and Pudong; 19 starting lines connecting Shanghai Railway Station, Railway Shanghai Hongqiao Station; lines via hospitals) (212 lines; 34 lines connecting with rail lines 3, 6, 10 and 16). In addition, regarding the access of private cars and cruising cabs, we are studying the restoration plan simultaneously. Regarding external transportation, we will gradually increase the number of trains arriving and departing from Shanghai Hongqiao Railway Station and Shanghai Railway Station on the basis of maintaining the current requirements for leaving Shanghai unchanged ("48-hour nucleic acid negative + 24-hour antigen negative certificate" or "24-hour nucleic acid negative certificate") The number of trains arriving and departing from Shanghai Hongqiao and Shanghai stations will be gradually increased. We will strictly check the nucleic acid and antigen certificates of people leaving Shanghai and resolutely prevent the spillover of the epidemic.
With the further clarification of the epidemic situation and the recovery of travel demand, we have been working on the plan to increase the number of lines and capacity at this stage, and will subsequently increase the number of lines and capacity of ground buses and rail transportation in accordance with the actual situation.
In the third step, until the epidemic situation is completely stable, the entire public transportation network in the city will resume basic operation, and external transportation will also be basically restored.
As a whole, public transportation is currently at the beginning stage of gradual recovery, and may still fall short of the expectations of the general public.
